What is the Rarest State Quarter?
Look at the numbers...

To start we need to define what is a State Quarter. The US Mint is still striking "New" State Quarters and will be until 2020. The "New" quarters are phase II .. which is called "America the Beautiful - America's National Parks" .. it started in 2010. The original or phase one started back in 1999 and it lasted until 2008 .. and then the US Mint added an additional 6 coins for the District of Columbia and the US Territories in 2009. Then we need to look at circulation strikes .. or special release issues like Proofs and Satin Finish

I don't think it was intended to be confusing ... The 50 State Quarter Program is the most successful coin program ever released by the US Mint .. or any world mint for that matter. For the purpose of our conversation we are going to talk about circulation strikes ... the coins intended for circulation.

Is It Oklahoma – Philadelphia Mint?
If you only count the 1st 50 States the lowest mintage would be the Oklahoma P. It had a very small mintage of just 194,600,000. By comparison the highest mintage was just shy of a billion, the Virginia D with a mintage of 943,000,000.

If you include the 2009's .. which almost everyone does, you get a different answer. The lowest Series 1 is the Northern Mariana D with a mintage of just 35,200,000 ... five times rarer than the Oklahoma P. If you look at all 56 designs and coins from both the P & D mints you will end up with the Top 10 all being from 2009 !!!

Is Value the true answer for Rarest?
A good question ... the most valuable uncirculated Series 1 State Quarter is the 2003 Illinois Denver Mint issue. But here we get extra pressure from the design which had a popular image of Lincoln imposed over the Illinois state outline and the Chicago skyline ... And it was heavily used as part of the President Obama colorized collectibles people put out after the our last Presidential election.

In My Opinion ... Lets follow the Mintages. Values change based on supply and demand but the true part of the equation is mintage - it can only be what was originally struck .. and nothing more.

The Top 5
The Top 5 are all from 2009. They are Northern Mariana D, followed by P, American Samoa P, and the Virgin Island P & D. If you add up the mintages of all 5 up you are still lower than the Oklahoma P above !!

Each roll of 40 is presented in a plastic tube. All coins are in Brilliant Uncirculated condition.
